I learned a lot here, esp the origin of SED being Irish! After listening to the ChiefTrumpster X Space today where lots of good ideas were shared no one thought of the SED idea. Very positive. Keep America safe from invasion by containing it to useful areas. Nice work Keith!
I work for a big Tech company & last year we started layoffs. They fully admitted that they were hiring overseas workers, bringing ppl over, etc. I noticed even the pc types were outspoken to management about "Why are Americans losing their jobs?" Things are changing. Hopefully it's not too late.
B.A.S.E.D. is a very interesting idea. I think the Gulf States as a whole operate somewhat similarly, foreigners outnumber non-natives but they don't get citizenship. I still think this still has downstream problems - if I were a native I would probably not enjoy hearing more people speaking English than Arabic if I went for a walk.
In California specifically there are also private investors trying to create their own cities - not necessarily as tech hubs per se but trying to escape the dystopia than San Francisco has become. This one called California Forever is backed by Marc Andreesen, who gave millions to a pro-Trump PAC: https://californiaforever.com. I've seen a couple other less fleshed out ones as well. So I actually don't think B.A.S.E.D. is as far fetched as some might think.

They want cheap labor. IQ is negotiable. Bodies in chairs for less is their goal.
